Documentary requirements for EP, MPP, AC and OTP
Applicants need to
submit to the Mines and Geosciences Bureau – V (MGB-V) certain
documentary requirements whenever they are applying for Exploration
Permit (EP), Mineral Processing Permit (MPP), Area Clearance (AC) for
Small-Scale Mining Permit/Quarry Permit and Ore Transport Permit (OTP).
Essential to these
four (4) frontline services of the MGB-V is a written letter-request
addressed to the Regional Director and in addition the following
documentary requirements are required to be submitted:
1. For EP,
a mining permittee is required to submit: a Location Map/Sketch Plan of
the proposed area; 2-year Exploration Work Program; Proof of Technical
Competence of Technical Personnel who will undertake the activities;
Proof of Financial Capability to implement the work program; Certified
True Copy/ies of relevant legal business documents whether the applicant
is a corporation, partnership or an association and the corresponding
certificate of business registration; and Affidavit of Undertaking.
2. For MPP,
a mining applicant is required to submit: a certified Certificate of
Registration from the Securities and Exchange Commission or authorized
government agency; certified Articles of
Incorporation/Partnership/Association and By-Laws; Location Map/Sketch
Plan of the area where the plant is located; Feasibility Study;
Environmental Management Record and Community Relation Record (when
applicable); Environmental Compliance Certificate; Proof of Technical
Competence of Personnel who will undertake the operation; Proof of
Financial Capability; Permit on the Use of Chemicals from the
Environmental Management Bureau; Brief History of the Applicant’s
Activities for the last 5 years (if any); and Other Supporting Papers as
maybe required.
3. For AC,
applicant with pending application at the ENRO-LGU is required to submit
three (3) sets of Sketch Map/Survey Plan signed by a deputized Mines
Geodetic Engineer.
4. For OTP,
a mining permittee, mining contractor, mining rights holder, accredited
traders or retailers is required to submit a Letter Request for
Application for OTP.
The filing fee for
EP is P60.00 per hectare; for MPP, P50,000.00 per application when the
project investment is above P500 million, P20,000.00 per application
when the project investment is above P250million to P500 million and
P10,000.00 per application when the project investment is from P250
million and below; no filing fee for AC; and for OTP, P2,000.00 for
metallic and P1,000.00 for non-metallic.
An applicant may
inquire on the details of the documentary requirements and apply at the
MGB-V from Monday to Friday, from 8:00am to 12nn and from 1:00pm to
5:00pm or he can inquire thru

It takes at least 58 days for the MGB-V
to complete the transaction for EP, 10 days for MPP, 5 days for EC and 4
