LEGAZPI CITY – Regional Director Reynulfo A. Juan of the Mines
and Geosciences Bureau in Bicol (MGB-V) recently denied he
issued a statement that Naga City is unfit for tall buildings.
“The
Department of Environment and Natural Resources in Bicol or DENR-V
and the MGB-V in particular has not categorically issued a
statement that the City of Naga is not fit for tall
buildings,” he explained.
Director Juan
clarificatory statement came in the wake of a news item entitled
“DENR warns Naga City unfit for tall buildings” which was
published on June 13 in one of the more popular national dailies
following an information campaign on MGB Geohazards program in
the City where he was quoted.

“Lest we be misunderstood not only by developers but by the
residents of Naga, the DENR and the MGB-V in particular has not
categorically issued a statement the City is not fit for tall
buildings. The gist of our information, communication and
education campaign is to inform the local government units to be
aware and prepare for the occurrence of flooding hazards within
the Bicol River Basin since it experiences perennial seasonal
flooding” Juan further explained.
“It is our
official position that any infrastructure development should
consider the result of technical studies such as geohazards
assessment and soil foundation studies,” he added.
Juan pointed out
neither a categorical statement was made on whether there is a
limit to the height of construction of buildings in Naga City
since this will also depend on the results of specific studies.
