A joint consultative meeting between the Sangguniang
Panlalawigan of Masbate; the Sangguniang Bayan of Aroroy;
various Small-Scale Mining (SSM) groups; officers and staff of
Filminera Resources Corp. (FRC), MGB-V, Environmental Management
Bureau – V (EMB-V) and the Provincial Office of the DENR-V in
Masbate (DENR-PENRO) was held on February 10, 2005 in Aroroy,
Masbate.
The concerned LGUs and MGB-V organized the meeting in order to
come up with a workable agreement on the operation of SSM within
FRC.

A Memorandum of Agreement (MOA) was drafted as it was agreed to
be the most advantageous option for SSM, FRC and LGUs as it will
spell out among others the area to be set aside by FRC for SSM
operations, taxes that will accrue to LGU’s from the SSM
operation and responsibility on safety and health. It will be
presented to the Board of Directors of the FRC for approval.
Regional Directors Reynulfo A. Juan (MGB-V) and Gilbert
Gonzales (EMB-V), Masbate Governor Antonio Kho, Aroroy Municipal
Mayor Maristela, PENR Officer Luis Loyola of Masbate attended
