Safety at sea is the primary concern of seafarers, shipping companies and government agencies involved in the maritime industry. Countless sea disasters caused by either natural calamities or human error, have claimed and endangered lives and property, wrecking havoc on the environment and disparaging the maritime scene. It is disheartening to note that many of these could have been prevented were it not for negligence, lack of knowledge and skills, and a blatant disregard for maritime law.

Because of this, the International maritime organization (IMO), called for an international conference, an output of which is the Standards of Training , Certification and Watchkeeping (STCW) Code of 1978, amended in 1995.

In compliance with this Code, MPCF at Camarines Sur and Legazpi City have devised a training program to provide seafarers with the basic standards of safety and procedures observed aboard ship. Under this program, the Mariners’Training Institute offer the following short-term courses:

    • Basic Safety Training
    • Personal Safety and Social Responsibility
    • Fire Prevention and Fire Fighting
    • Elementary First Aid
    • Personal Survival Techniques
    • Ratings Forming Part of Navigational Watch
    • Ratings Forming Part of Engineering Watch
    • Prevention of Alcohol and Drug Abuse in the Maritime Sector (PADAMS)
    • MARPOL 73/78 Annex 1
